This is where you'll register any canon fuinjutsu techniques, if they haven't already been registered.

Name: Chakra Draining Seal
Rank: B
Element: N/A
Skill: Fuinjutsu
Hand Signs: Draw seal on a surface.
Description: Once a target is above the seal or makes contact with the seal, whether it be direct contact or through clothing, or even if the seal was drawn on an opponent, the seal will start to draw 20 Chakra from the target each turn. This seal activates immediately after being fully drawn and a foreign source of chakra (anyone who did not draw the seal) comes into contact with the seal. This chakra can then be transfered to someone else, however the seal breaks upon the transfer being complete. It can not drain and transfer at the same time, which makes this seal one of the lesser chakra drainage seals.

--

Name: Cloth Binding Technique
Rank: B
Element: N/A
Skill: Fuinjutsu
Hand Signs: N/A
Description: The user uses a giant roll of cloth to tightly wrap up the intended opponent, completely immobilising them, thus preventing them from moving or using any techniques. The ability itself is versatile as once completed, the addition of further seals can be placed on top of the bound victims, preventing them from even being summoned while in effect. Mere physical contact with the cloth seems to be required to use this technique, as contact with the cloth will cause the cloth to wrap around the opponent at speeds of 70. The power of the technique is 70, any technique with a higher potency can break the binding cloth, freeing the target. Elite and higher strength can also free the target.

--

Name: Contract Seal
Rank: A
Element: N/A
Skill: Fuinjutsu
Hand Signs: Contact
Description: When the user implements this fuinjutsu on a summoner, it removes any direct control the summoner has over a summoned creature. Close contact appears to be required for the implementation of the seal. Though the Contract Seal removes the summoner's ability to control its summon, it does not give the user of the fūinjutsu the ability to control the summon in turn, which could still allow the summon to aid the target if their bonds are strong.

--

Name: Finger Carving Seal
Rank: C
Element: N/A
Skill: Fuinjutsu
Hand Signs: N/A
Description: The user concentrates chakra into their finger and using the heat from that, can apply writing of whatever they want to a surface, allowing the user to be able to draw seals without the use of ink or other substances. This technique however requires the user to be very delicate with their chakra control, which requires at least adept in their Chakra stat. This technique causes slight discomfort for a living target and if it is on flesh, it will scar.

--

Name: Five Elements Seal
Rank: A
Element: N/A
Skill: Fuinjutsu
Hand Signs: N/A
Description: The Five Elements Seal is a powerful technique that is used to block or disturb the target's chakra flow. This can be achieved through touch, allowing each of the user's five fingertips of either hand which activated the technique to touch the target. Once the seal is completed, the target will become unconscious for two turns, leaving them vulnerable and unable to fight for those two turns. Once the target has been affected, they will be unable to perform S ranked techniques. On top of that, the target will pay 10% more chakra than needed for their techniques. This technique can be removed by an S-ranked unsealing technique, or its A-ranked counterpart: "Five Elements Unseal".

--

Name: Five Elements Unseal
Rank: A
Element: N/A
Skill: Fuinjutsu
Hand Signs: N/A
Description: Five Elements Unseal is the direct counterpart technique of the Five Elements Seal. This technique can be used to remove fuinjutsu of up to A-rank, like its counterpart the "Five Elements Seal". If the Fuinjutsu, which is being unsealed through the use of this technique, has a power of more than 170, then this seal can not break/unseal said seal.

Spoiler:

1 - CHAKRA DRAINING SEAL;

Please remove the tid-bit in the handseal section - as fuuinjutsu naturally imply that they do not ordinarily require handseals. The description appears to imply that the target/victim does not necessarily have to touch the seal - merely be above it. Is this intentional, or is it meant to be contact-only? If the target/victim is required to be above it, and not necessarily touch it, how many layers can exist between them and the seal? As in, if you cover the seal with something (another seal, dirt, leaves, etc), would the target still be affected? What is the area of effect - does it need a person to be directly above it, or do people that are relatively near it (1 meter for example) can get affected?

The amount drained seems to be a bit too high - 20 per post would be enough to fuel an entire C-Rank technique; 12-15 seems far more appropriate. Also, I am assuming that this is instantaneous, and not a prolonged effect; as in affected people do not continuously get drained by x amount per post, despite no longer being in contact with the seal. If that is indeed the case, please clarify as to prevent any misunderstandings. Whilst I am a bit iffy with the mechanics of Fuuinjutsu (as most people do not create jutsu in this archetype), I imagine that this creates 1 seal per 30 chakra; correct? I will ask that you provided a cap on the total amount at any one time -  would rather prevent people setting up 100+ all over a settlement in a discreet manner over a long period of time.

I would like you to impose a limit of how much the seal may hold - before merely draining and throwing away the drained chakra. I imagine that, depending on the technique/material, that there is only so much that it can hold before being unable to. This will also prevent users from infinitely absorbing chakra, and refraining from transferring the chakra to themselves/another during a fight. Would rather suck if someone decided to use this, use the same seal for x amount of fights, go participate in some important fight (a deathmatch, or chuunin exam finals for example) and effectively gain over 1,000 chakra (even if done properly via IC and not OOC).

How does the transfer of chakra work? I imagine that there would be chakra-threads linking the seal and the user/ally to allow this transfer - and thus would require a range of some description; lest you have said seal placed in a secure location with allies; and have 'em take turns having their chakra drained and thus transferred exorbitant amounts to the user. Or give it to a far-away ally. Please be sure to dedicate a specified amount of points into Potency - otherwise, it will be regarded as having zero points. Due to the nature, you do not need to be specific (other than the chakra drained), but please be sure to account for the calligraphic/design of the seal, the core mechanic (chakra drained, the transfer of chakra, etc), and similar effects.

2 - CLOTH BINDING TECHNIQUE;

"The user uses"; whilst not exactly incorrect, it does not sound natural and thus, I advise writing as "Using a giant roll of cloth, the user...." or something similar. Whilst I understand that through immobilizing the target, you are effectively disabling them and thus they should be unable to use a variety of techniques - this would apply only to a certain amount. Techniques which require handseals for example would be completely disabled, whilst techniques that do not (A doujutsu, hachimon, etc) would logically be capable of being performed; the current wording implies that any and every technique is disabled whilst the target is wrapped up. This could be remedied with the inclusion of describing of frying/disable the target's ability to mold chakra; albeit the technique would no longer be appropriately classified as Rank-B. Users with sufficient strength should also be capable of flat-out overpower their restraints as you have noted, however I believe that Elite for a B-Rank is one rank too high - as I regard the current listing to describe levels strength as: Basic D, Novice C, Adept B, Elite A, Master S.

I imagine that special cloth, or otherwise placing an intricate seal upon it, is required to use the technique - rather than any old regular cloth can be used without any preparation. As such, please include such a detail. You seem to have written speed in a manner of a 1-100 stat system, rather than by meters-per-second; please remedy this. Rather than "power", it feels more appropriate to label it as durability (as it does not cause damage, but rather resists damage through form of restraining the target). Unless you are supposedly able to crush the target with the usage of this technique.

3 - CONTRACT SEAL;

Please remove "Contact" in the handseal section of the template, as most forms of fuuinjutsu logically do not require handseals - unless specified. Please either remove or describe otherwise whether or not the seal requires contact with the intended target - it is odd for a jutsu to go "Hmm, I may or may not work like this". Whilst this does not require any actual description of which points go into whatever subcategory of Potency, please be sure to describe that every (or some) points go into that jutsu stat - noting that it enforces the mechanical design of the jutsu, the quality of the seal, and such things. I feel it more appropriately labeled as B-Rank rather than A-Rank as you have classified - A-Rank seems as if it would be capable of flat-out dispelling the summon itself, whilst S-Rank would be taking control of the afflicted summon.

4 -  FINGER CARVING SEAL;

I feel it more appropriate classified as a Ninjutsu rather than a Fuuinjutsu - as the technique itself does not consist of a seal, but rather allow one to write/design seals with chakra rather than physical material (ink, blood, etc). Chakra, as far as I am aware, does not retain any actual physical properties (non-elemental chakra anyway); hence I ask that you remove the heat portion. And rather describe it as engraving with chakra; as otherwise, you make it sound as if it were a katon-based technique.

I appreciate there being a stat requirement to determine whether or not someone possesses the chakra control to perform the technique - and will accept requiring Adept in Chakra to perform the technique. Although, I do disagree with the notion that Chakra = Chakra Control as characters such as Naruto possessed large amounts of chakra, though did not have excellent chakra control; and that lower capacity shinobi had high control, such as Sakura. Though as there is no real appropriate stat other than Chakra, I decided to let this slide. I imagine that this not actually injure a person/living entity enough to warrant causing actual damage, though as before, please be sure to allocate points into Potency - as otherwise it will be regarded as having zero.

5 - FIVE ELEMENTS SEAL;

"This can be achieved through touch", using the word "can" implies that this is not the only way - is that intentional? If not, please describe it more accurately. I imagine that only one hand is imbued with this technique, and not both - if so, please specify as such - as others could mistake or interpret as both if the user so chooses. I have no issue with the target/victim being unconscious for two posts should they get hit - however, please note that it requires a solid hit for the technique to apply its effects. As in, merely grazing the target is not enough to affect them in any way. Rather than being unable to perform S-Rank techniques, it would be more appropriate to describe as being unable to perform techniques that demand refined control - which would encompass most forms of medical, genjutsu, or other especially demanding techniques. Perhaps even elemental ninjutsu (as the act of mixing elemental chakra is much harder than non-elemental according to canon). I do not consider an increase of 10% chakra to techniques to be detrimental enough to truly affect the target.

After doing some calculations in a brief manner, it appears that this would only involve reducing a player's ability to use whatever ranked-technique by either 1 or 2 - provided that they are using techniques appropriate for their chakra stat. Thus, I advise raising the amount after taking some consideration of the chakra stat and jutsu costs; I would have suggested something, but I doubt that I'll be able to judge an appropriate amount with all the work that put into reviewing jutsu, and thus leave that to you as to best maximize quality.

I personally consider the technique and its unseal counterpart to be one and the same - merely applied in a different manner. Hence I believe it would be better to combine both into one technique, rather than creating it as two separate techniques. Though they will not share point allocations if you so choose. I do not believe that power is appropriate to describe unsealing seals, as seals do not inherently possess any attacking or defensive mechanic - but rather their effects have those. Hence contributing points to potency should suffice to being able to dispel seals. Though just as the previous techniques, please be sure to account for more than raw "power" and think of allocating points to things such as the design (both of the seal, and the mechanic associated with the seal/unseal).
